It is absolutely illegal and immoral to kill non-combatants in international waters except in self defense, immediate self defense. I saw a YouTube video last night about the Coast Guard shooting out the motors on a narcotics boat and thus capturing the occupants. They were given three warnings before shooting the motors.
This is also really dumb because if you blow them up there is no certain way to know where they came from and you miss the opportunity to catch the bad guys receiving the drugs. We are well able to track and follow these boats. Meanwhile a military build up in South America seemingly pointed at Venezuela. Sounds like somebody is trigger happy to me.
